But not enough has been done to prepare our people for staff work. This is all the more peculiar given that staff colleges started off teaching staff work and only evolved into staff and command colleges later. We need to properly teach staff work. And we should start by being clear what a staff officer is. Two things I would like to highlight. First, although "staff officer" in the technical sense refers to the junior officers in HQ appointments, I use the term more generally to refer to anyone who performs a staff function to a higher authority. A Branch Head is a staff officer to the Department Head, a Department Head or a Commander is a staff officer to the Chief, and I am a staff officer to the Ministers, Permanent Secretaries and CDF. This makes all of us a staff officer. The RSAF has traditionally focused on training our people to be good operators. But not enough has been done to prepare our people for staff work. While the context of every war is unique, and that the same strategic circumstances of 1941-42 are unlikely to arise in the future, there is still much that mid level SAF officers can learn from a deeper analysis of the Malayan Campaign. War is about human mistakes and choices in command and control, the appropriate use of operational art and exploiting the synergy of the different Services (and coalition partners). [et al.]. https://saftimi.spydus.com.sg/cgi-bin/spydus.exe/ENQ/WPAC/BIBENQ?SETLVL=&BRN=52555&CF=BIB Integrated Knowledge-based Command and Control is built on the timeless imperative that superior knowledge at each relevant timeframe provides the military commander with a decisive advantage over his adversary. While the fog and friction of war are ever present, IKC2 is the critical enabler that will give the SAF an overwhelming edge over the adversary. IKC2 is network enabled and knowledge-driven, enhancing combat power with speed and precision. It will drive forces towards achieving greater shared situational awareness, thereby enabling self-synchronisation and dynamic real-time collaborative planning. This will enable the SAF to make better decisions quicker and deliver overwhelming combat power precisely and effectively at a given time, for desired effect. This monograph is an attempt to describe IKC2 as the cornerstone of military transformation, interpreting it in terms of organisational change, technological opportunities, experimentation, and innovation and application in effects-based operations.-- SAF Professional Reading Programme, 4th Edition - STAGE I: OCT to CPT 1 & 1WO-2WO.
