Abstract: The Singapore Armed Forces (SAF ) is moving towards Third Generation warfighting forces, but it is also important to focus on the people aspect of the transformation. This article deals with both managing change and creating the capacity to change in an organization. Exploring both the need for different change management approaches and the impediments to internalizing systems thinking in an organization, the article links the various concepts into a transformation framework useful for the SAF .
