The repercussions of this lack of clarity were evident in the 1991 United States (US)-led campaign against Iraq, Operation Desert Storm, where multiple CoGs were identified across strategic levels, leading to a fragmented approach and suboptimal outcomes. This essay critically examines the identification and targeting of CoGs during Operation Desert Storm, focusing on the discrepancies between different military branches' interpretations.
