This ambiguity stems from Carl von Clausewitz’s varied interpretations, compounded by divergent perspectives within different military branches. The repercussions of this lack of clarity were evident in the 1991 United States (US)-led campaign against Iraq, Operation Desert Storm, where multiple CoGs were identified across strategic levels, leading to a fragmented approach and suboptimal outcomes. This essay critically examines the identification and targeting of CoGs during Operation Desert Storm, focusing on the discrepancies between different military branches' interpretations.
