Katibah Nusantara and its threat to the Southeast Asian region

Governments and law enforcement agencies in Southeast Asia recognise that Katibah Nusantara, the Malay Archipelago unit for ISIS, is a threat to the region. There is an urgent and essential need to understand more about this unit. Hitherto, scholarly works on Katibah Nusantara have been little, with the exception of those produced by the International Centre for Political Violence and Terrorism Research (ICPVTR) at RSIS and the Institute for Policy Analysis of Conflict (IPAC). This dissertation aims to provide key insights into this unit, including its ideology, leadership, flow of funds and propagandistic tools. Focus is also given to the two key attacks in Southeast Asia that involved ISIS elements, mainly the Jan 2015 Jakarta attacks in Indonesia and the Jun 2016 Puchong attack in Malaysia. Finally, the Katibah Nusantara threat gear is introduced to understand the threats posed by the unit. It is proposed that to combat this threat, the "smart approach" consisting hard and soft power should be used, with emphasis on the soft power approach.
